Using a seamless end-to-end works approval system built in low-code for a major renovation project
The challenge
Liverpool Street Station, the busiest station in the UK with 80.4 million journeys, is set to undergo a major transformation. This transformation is part of a £1.5 billion regeneration project for Network Rail, aimed at addressing chronic accessibility, capacity, and overcrowding issues. The project will enhance London’s status as a world-class city by creating a vibrant, inclusive, and green landmark destination.
Netcall and its electronic Risk Assessment Methodology Statement (eRAMS) application is making a key contribution to this transformation.
Netcall has developed the eRAMS application to streamline the approval process for work requests at Liverpool Street Station. Prior to the eRAMS application, the process for getting approval for booking maintenance engineers was cumbersome, arduous and lacked transparency. It was difficult for everyone using it: clients requesting work, contractors carrying out work and assessors tracking requests.
The eRAMS application was built on Liberty Create, our low-code platform, to aid rapid development and iteratation.

The solution
The current layout of the station requires changes to alleviate passenger inconvenience and frustration at busy times. This will involve increasing the number of available gates and necessitates the removal of five existing retail units that are situated along the gateline.
As part of the improvements, a ticket office will be relocated – creating space for 3 additional retail units and providing larger customer facilities in a more convenient location.
At the same time, there will be work to the trainshed roof – both to help passengers to have a brighter journey through the station and to improve drainage.
Work will take place in a number of stages starting in summer 2024. The station will remain open throughout, making it vital that every part of the improvement programme is rigorously managed for risk and safety.
Network Rail uses electronic Risk Assessment Methodology Statement (eRAMS) to evaluate requests for work on any station premises, where independent assessors evaluate how to keep the stations safe and ensure minimal interruptions to normal operations.
The eRAMS application is an end-to-end works approval system that manages work requests, issues permits and ensures the correct approval of completed works.
It uses automation to trigger and process emails, which significantly reduces administrative work. The application also integrates data from Network Rail’s existing systems, allowing for seamless information flow.
The eRAMS application has had a significant impact on the operations at Liverpool Street Station.
It has made it easier to ensure compliance with Health and Safety Standards, which minimises the impact on workers and the public.
The application has also dramatically reduced the workload for station operations.
